“The world suddenly did not become safer on Jan. 20, 2009,” Minority Leader John Boehner (R-Ohio) said at a press conference in which he and other leaders introduced a bill to block any Guantanamo prisoners from reaching U.S. soil. “There are still terrorists around the world that are committed to killing Americans and destroying our way of life.
The Republican bill would require that governors and state legislatures pre-approve the transfer or release of any terrorist detainee into their respective states, and it would mandate that the administration meet “strict criteria and certification standards before terrorists housed at the Guantanamo prison could be brought to the United States,”
"We're quite happy to be talking about national security," said a House GOP leadership aide, who requested anonymity to speak freely about internal strategy. The aide insisted that Republicans have substantive, serious policy differences with President Obama on national security — especially with regard to his approach to dealing with detained terror suspects.
